Chris Smith

Autism Light #279 is Chris Smith.


The Honorable Chris Smith serves as a member of the United Sates House of Representatives, representing the 4th District in the state of New Jersey. He has served in the House of Representatives since 1981. Chris Smith was born in 1953 and resides in Hamilton, New Jersey. Rep. Smith's passion to help those with autism has been evident through his long and consistent record of advocacy and leadership on behalf of autism friendly legislation. Rep. Chris Smith is an Autism Light because his political leadership has been a light for the cause of autism.

Here is an interview that Chris Smith did in 2012 with WZBN about his autism work and his concern for the cause.


Family: Chris Smith is married to Marie Smith. They have four grown children.

Initial Advocacy: The beginning of Rep. Chris Smith's work in autism can be traced back to 1998, when he was contacted by  autism parents Bobby and Billie Gallagher of Brick, New Jersey, who had concerns about the number of families with autism in their community. Because of this constituent concern, Smith asked the Centers for Disease Control and Prevention to research the prevalence of autism in New Jersey. While New Jersey has one of the highest rates of autism in the United States, there is evidence now that virtually all communities across the country without prejudice have been impacted by autism.

Autism Legislation: Chris Smith has a long record of support for autism legislation. "Smith’s landmark legislation enacted in 2000—the Autism Statistics, Surveillance, Research and Epidemiology Act (Title I, P.L. 106-310) created the first comprehensive federal program to combat autism. In 2011, another piece of legislation he authored, The Combating Autism Reauthorization Act (CARA),” now Public Law 112-32, was enacted and will provide $693 million to continue federal programs through 2014 (Source)." There is a section of Chris Smith's website that that is dedicated to highlighting all of his autism achievements.

House Autism Caucus: In 2001, Rep. Chris Smith and Rep. Mike Doyle (Pennsylvania's 14th District) founded the House Autism Caucus and they serve as co-chairs of the caucus (Source).  There are currently 133 members of the House of Representatives who are part of the Autism Caucus.

Congressional Autism Hero: Chris Smith received the "Congressional Autism Hero" Award in April, 2013 from Autism Speaks.  Smith said about the award, "We must seek ways for early diagnosis, effective treatment and even hope for a cure someday. There is so much more work to do, but I am especially honored to receive this recognition during National Autism Month (Source).”

Other Legislation: Other caucuses besides Autism that Chris Smith has chaired which reveal his social concern include: Pro-life, Alzheimer's, Lyme Disease, Spina Bifda, Human Trafficking, Refugees, and Combating Anti-Semitism. According to the independent watchdog organization Govtrack, Chris Smith is ranked 2nd among U.S. House Members for the amount of legislation that he authored over the last two decades that has made it through the political process to become law.

Mike Lake

Autism Light #269 is Mike Lake. 

The Honorable Michael "Mike" Lake is an Autism Father, businessman, and has been a Member of Parliament in Canada since 2006. Mike Lake is from Edmonton, Alberta, Canada. He is a father of a teenager named Jaden who has autism. Mike Lake is an Autism Light both for his dedication first as an autism father and for spreading autism awareness in his role as a political leader in Canada.

Mike Lake and his wife Debi have two children, a son Jaden, 17 and a daughter Jenae, 13.  The following is an interview Mike Lake had with Steve Paikin on The Agenda in 2012. Mike Lake's son Jaden is sitting beside him during the interview. 

Education: Mike Lake graduated from the University of Alberta with a Bachelor of Commerce (with distinction). 

Sports Executive: Before Mike Lake entered Canadian federal politics, he worked for 10 years with the Edmonton Oilers Hockey Club. He served as National Accounts Manager, Director of Ticket Sales and Group Sales Manager for the Edmonton Oilers. 

Autism Society of Edmonton:  Mike Lake is a Member of the Autism Society of Edmonton. In August, 2012, Mike Lake held his 5th Annual Pancake Breakfast to raise funds for the Autism Society of Edmonton.  The event raised $40,000 in 2012, which was $8,000 more than in 2011 (Source).

At his annual fundraiser in 2012, Mike Lake shared how important the Autism Society has been for his family and said, "We got the diagnosis from the Glenrose and the first place we turned was the Autism Society to try and find out what to do next and get advice and hear a little bit more about what was available out there and here from other families who were going through the same thing we were (Source)."

Member of Parliament: Mike Lake has been a Member of Parliament in Canada, serving in the House of Commons since 2006. Mike Lake was appointed by Prime Minister Stephen Harper as the Parliamentary Secretary of Industry in 2008. The following is a statement that Mike Lake made on World Autism Awareness Day -2013 for the Parliament in Canada. 


Autism advocacy is a very important component of Mike Lake's work in Canada's House of Commons. Mike Lake told ABC News in September, 2012, "I didn't get elected to Parliament on the autism issue, but as time has gone by, it's one world. It has allowed me a platform to get out there and raise awareness (Source)."

George W. Bush

Autism Light #259 is George W. Bush.





On this President's Day 2013, we are honoring a former U.S. President who recognized the growing implications autism had for the United States in the 21st Century and as President signed landmark single disease legislation that dedicated historic federal resources toward research, education, and awareness to fight the autism epidemic.

George W. Bush was born on July 6, 1946, and was the 43rd President of the United States, serving from 2001-2009. George W. Bush makes his home in Crawford, Texas and was also formerly the Governor of the State of Texas. On December 19, 2006, then President George W. Bush signed into law the landmark Combating Autism Act. George W. Bush is an Autism Light for signing into law the Combating Autism Act in 2006 that provided the foundation for funding for autism research, prevention, and treatment in the United States.

Education and Family: George W. Bush graduated from Yale University and Harvard Business School. George W. Bush is married to Laura Welch and the couple has two fraternal twin daughters, Jenna Pierce Bush and Barbara Hagar. 

Meets Autistic Hero Jason McElwain: In 2006, George W. Bush met with amazing autistic basketball hero Jason McElwin, who was Autism Light #150. George W. Bush said he watched the footage of Jason McElwain's amazing performance of scoring 20 points in 4 minutes on television and added, "I wept, just like a lot of other people did. It's just one of those stories that touched a lot of people's heart (Source)." Here is more from a news story on that meeting.


Combating Autism Act:  On December 19, 2006, George W. Bush signed the Combating Autism Act (UPI photo at this link). George W. Bush made the following statement about signing the legislation into law. 
For the millions of Americans whose lives are affected by autism, today is a day of hope. The Combating Autism Act of 2006 will increase public awareness about this disorder and provide enhanced federal support for autism research and treatment. By creating a national education program for doctors and the public about autism, this legislation will help more people recognize the symptoms of autism. This will lead to early identification and intervention, which is critical for children with autism. I am proud to sign this bill into law and confident that it will serve as an important foundation for our Nation's efforts to find a cure for autism --George W. Bush 12/19/2006 (Source).
You can read more about the provisions of the Combating Autism Act of 2006 at an archived White House webpage or at the Library of Congress' online database on the legislation. The Combating Autism Act of 2006 had four major categories of initiatives (Source).
  1. The Act Authorizes Research Under NIH to Address The Entire Scope of Autism Spectrum Disorder (ASD).
  2. The Act Authorizes Regional Centers Of Excellence for Autism Spectrum Disorder Research and Epidemiology.
  3. The Act Authorizes Activities To Increase Public Awareness Of Autism, Improve The Ability of Health Care Providers To Use Evidence-Based Interventions, And Increase Early Screening For Autism. 
  4. The Act Calls on The Interagency Autism Coordinating Committee (IACC) To Enhance Information Sharing. 
This landmark autism legislation had the support of Bob and Suzanne Wright who were Autism Lights #177 (Source). In this 2006 interview Bob and Suzanne Wright discuss the benefits of this legislation to the autism community.

On this President's Day we say thank you to former President George W. Bush for being an Autism Light and giving hope and help to autism families when he signed the Combating Autism Act in 2006.  The Combating Autism Reauthorization Act (CARA) of 2011 was signed by George W. Bush's successor Barack Obama, and the foundation started by George W. Bush signing the original 2006 law continues to help with the ongoing autism research, prevention, and treatment to this day.

Ban Ki-Moon

Autism Light #187 is Ban Ki-Moon. 



 
Ban Ki-Moon was born on June 13, 1944 and is from South Korea. Ban Ki-Moon has served as the Secretary-General of the United Nations since 2007. UN Secretary-General Ban Ki-Moon is an Autism Light because of his efforts to use his position to lead the United Nations to further awareness of autism around the world through it's member countries.

April 2 was adopted by the United Nations as World Autism Day in 2007.  On April 2, 2012, Ban Ki-Moon gave this year's message as Secretary-General. The complete message is at this link. In the message Ban Ki-Moon said,
The annual observance of World Autism Awareness Day is meant to spur such action and draw attention to the unacceptable discrimination, abuse and isolation experienced by people with autism and their loved ones.  As highlighted by the Convention on the Rights of Persons with Disabilities, people with autism are equal citizens who should enjoy all human rights and fundamental freedoms (Source). 
The following is a video of a speech Ban Ki-Moon gave in 2010 for Autism Awareness month. In his speech he talks about working with Autism Speaks.


UN Autism Stamps: On April 2, 2012 the United Nations released six autism awareness postage stamps and two special envelopes designed by artists with autism. The artists were recognized in a April 2 ceremony led by Secretary-General Ban Ki-Moon (Source). A press release on the stamps shares the inspiring autism stories of all the artists who designed the stamps.

Marco Rubio

Autism Light #135 is Marco Rubio.





The Honorable Marco Rubio serves as a member of the United Sates Senate, representing the state of Florida. He has served in the Senate since 2010. He was born on May 28, 1971, in Miami, Florida to Cuban immigrants, who came to America in 1958 (Rubio Biography). Sen. Rubio's passion to help those with autism has been evident through his advocacy and leadership on behalf of autism friendly legislation. Sen. Marco Rubio is an Autism Light because his political leadership has been a light to those with autism. This light for autism has shone brightly in both the Florida State House and in the United States Senate.

Presidential Candidate: On April 13, 2015, Marco Rubio declared his candidacy to run for President of the United States in the 2016 election. In conjunction with this he will not be seeking re-election to the Senate seat from Florida he has held since 2010.

Puzzle Pieces of Our Community: On October 14, 2011, Sen. Marco Rubio's longtime political efforts for the cause of autism were recognized at a "Puzzle Pieces of Our Community" event sponsored by Autism Speaks. The following is a video of a portion of the keynote speech Sen. Rubio gave at this event.




Florida Autism Insurance Legislation: Sen. Marco Rubio represented the 111th District of the Florida House of Representatives from 2000-2008. He served as the Speaker of the House for the 2007-2008 session. On April 4, 2008, he helped create the House Select Committee on Autism and Developmental Disorders in the Florida Legislator. As Speaker of the Florida House, Sen. Rubio was instrumental in passing legislation for autism insurance reform in Florida in 2008. The Florida House in 2008 had passed a piece of legislation that would mandate insurance coverage for many children with autism and other disabilities. However, the Florida Senate rejected that measure and offered a bill back to the House that only covered 14% of the cases of autism and no other disabilities. Though disappointed and noticeably moved by the number of children with autism and other disabilities left uncovered in the Senate version of the bill, Sen. Rubio advocated adopting it. He felt that helping some children was better than rejecting the bill and helping none. The following is a video of that emotional vote in the Florida House with Speaker Rubio's remarks, including support from Rep. Gardner, the father of a child with Downs Syndrome (a condition not covered in the final bill).




100 Ideas Conference: Following his service in the Florida House in 2008, Sen. Marco Rubio's work for autism continued as he sponsored a 100 Ideas Conference on Autism in September, 2008.  The Autism Health and Wellness Blog reported on the conference and said the following:
The Autism Wellness Foundation viewed Speaker Rubio's 100 Ideas conference as extremely beneficial to promoting better options for children with autism, not least because of the conference's goal to implement the best of ideas raised (the top 100 of them, to be precise).
Combating Autism Reauthorization Act of 2011: Sen. Marco Rubio was a co-sponsor of the Combating Autism Reauthorization Act of 2011 (CARA), which President Barak Obama signed into law on September 30, 2011. The support for CARA crossed party lines and was also sponsored by Sen. Robert Menendez, Autism Light #54.

Wristband: The Autism Policy and Politics blog reported that Sen. Marco Rubio has a practice of wearing a wrist band in support of autism. Because of the history that Sen. Rubio has in working tirelessly for autism, his autism awareness wrist band is much more than symbolism.

Robert Menendez

Autism Light #54 is Robert Menendez.


The Honorable Robert "Bob" Menendez serves as a member of the United States Senate, representing the state of New Jersey. He has served in the Senate since 2006. Sen. Robert Menendez is an Autism Light because he has taken up the cause of autism on critical occasions in his relatively short career in the United States Senate.

The 57 year old U.S. Senator was born in New York City to Cuban immigrants and has a passion for helping those with autism. Sen. Menendez repeatedly shares two primary reasons for his relentless advocacy for autism in the United States Government.
  1. New Jersey, the state he represents, has the highest rate of autism in the whole United States at a rate of 1 in 94 children (Source).
  2. Sen Menendez feels there needs to be help for families touched by autism, "so that their child or loved one can fulfill their God given capabilities."  
Combating Autism Reauthorization Act of 2011: Sen. Robert Menendez was a co-sponsor of the Combating Autism Reauthorization Act in the U.S. Senate.  When the bill encountered some resistance in the Senate, he struck a deal to help assure passage (Source). This reauthorizes the Combating Autism Act of 2006 for an additional 3 years and will provide federal funds for research, training, detection, and service centers for autism.  Bob Wright, co-founder of Autism Speaks, said, "Autism Speaks thanks Senator Menendez who led the bill across the finish line." President Barack Obama signed this legislation on September 30, 2011.  Emily P. Walker, the Washington Correspondent for MedPage Today has written a summary of key points of the legislation.

Other Legislation: Sen. Bob Menendez has been a key sponsor of several other legislative attempts to help the cause of autism.

    Roy McDonald

    Autism Light #39 is Roy McDonald.

    The Honorable Roy McDonald represents the 43rd District in the New York State Senate, which encompasses all of Rensselaer County and part of Saratoga County in New York.  He was elected to the New York State Assembly in 2002 and has served in the State Senate since 2008. His two grandsons, Jacob and David, have autism. Roy McDonald is an Autism Light because of his efforts in New York State Government to be a champion for autism awareness. Here is a YouTube video where Sen. McDonald gives a speech at the New York State Senate on Autism.

    Sen. Roy McDonald is the chair of the Mental Health Committee in the New York State Senate and he has been calling for for an Autism Bill of Rights, a Statewide Autism Council and Autism Insurance Legislation in New York. He also created the Saratoga County Autism Council.  According to his website, he sponsored legislation "to guarantee that informational booklets would be given to emergency first responders on persons with autism, so that they would be more adequately prepared to react in those situations."

    Dan Burton

    Autism Light #22 is Dan Burton.

    Congressman Dan Burton was born on June 21, 1938, and is from Indianapolis, Indiana. He represented Indiana's 5th and 6th congressional districts in the United States House of Representatives from 1983 until his retirement in 2013. His grandson Christian Sarkine has autism. Congressman Burton is an Autism Light because of his efforts when in Congress to advocate for those with autism, including by working to assure better access to health care and treatments for those with autism. He has been a tireless autism advocate on calling for prevention, research, and safer vaccines.

    On his former Congressional Website he wrote: My only grandson is autistic, so this is an issue that is very close to my heart.

    Letter to President George W. Bush: On May 15, 2003, Dan Burton wrote a powerful Letter to President George W. Bush on Autism. Here is a paragraph out of the letter that Congressman Burton sent the President of the United States.
    Mr. President, as a Nation we are facing a crisis regarding the dramatic rise in autism rates and the resulting emotional and financial strain placed on families, our educational system--as they attempt to educate these children who have very special needs - and our state Medicaid and disability programs. We face and even greater crisis in the next two decades as the need for adult services and long-term housing for today's autistic children simply explodes (Dan Burton, May 15, 2003). 

    Anderson Cooper Interview: In February, 2015, Dan Burton was interviewed by Anderson Cooper on CNN in which the two had a discussion about the safety of mercury in vaccines. Dan Burton believes his grandson Christian Sarkine developed autism shortly after receiving childhood vaccines. (Anderson Cooper, Josh Feldman, February 5, 2015).

      Brian Calley

      Autism Light #17 is Brian Calley.



      Brian Calley is from Portland, Michigan. He is the current Lt. Governor of the State of Michigan and has served since 2011. He was elected in 2014 to a second term expiring in 2018. Born on March 25, 1977, he is the second youngest Lt. Governor in the history of Michigan. He also has a daughter named Reagan who has autism. Brian Calley is an Autism Light because of his advocacy for autism insurance.

      One of Lt. Governor Calley's special causes has been advocacy for mandated autism insurance coverage. On April 27, 2011, Brian Calley was one of the speakers at a fundraising dinner for autism that centered on the theme of "A Father's Perspective on Autism".  Below is a video presentation by Brian Calley on Autism Insurance Reform.


      Here is an interview on YouTube where Brian Calley discussing his personal passion for autism insurance in Michigan. He makes a case that there are financial benefits for society to treating autism as opposed to letting children with autism become dependents all their lives.
